3585 is the exemption by which a flight can be dispatched and alternate requirements if the destination is forecast to be above minimums, but the TAF calls for TEMPO, BECMG or PROB of going below minimums.
remember you can only use this for Destination and First Alternate...not second alternate or takeoff alternate
