I'm well aware of the fact that Jim is the resource for building the amount of reserves we have into the system. But let's not pretend like he doesn't provide what Brookelen (her name's proper spelling, I just learned this) asks for. The grid is the way it is because of Brookelen's use of it. Of course if the grid is consistently red at 35-40% Jim is going to staff her with more reservists.
They're team members who work together to keep the current mode of scheduling in place.
