Dumb to go out of the chain of command when they were already working the problem. Real dumb to send it to a newspaper.

Finding quarters for an additional 3000 people actually does take a little time. Especially on Guam. The naval base there isn’t what you’d call large. Both Anderson AFB and the Navy base there total about 7000 personnel, although that probably includes the Guam National Guard too. Whole damn island only has about 150,000 residents and the carrier had just arrived there.
