Even if your governor "reopens the economy", people will still be nervous, will save their money and stay home more. It's going to be weak until people feel safe, and that will only happen when we actually have a plan to deal with the virus befitting a first world nation.
When it comes down to it, you cannot order people to go out and spend money in the economy, and they won't if they're scared.
Right, but if you reopen everything, the people that aren’t scared will return to the businesses that are currently closed. Any number of customers is greater than zero.
