I say “supposedly” because some of the 1950s testing was with non-pathogenic organisms that, to paraphrase a recent President’s comment about shovel-ready jobs, ‘weren’t quite as non pathogenic as we thought they were.’
There is a reason Dugway Proving Grounds is sort of at the end of nowhere and in one of the least densely populated areas in the US and NOT in the middle of the largest and most populous city in the center of the country.
You don’t actually need to ascribe malice if simple incompetence will do.
IIRC, when I did an A-10 deployment to Wendover and flew over Dugway, we were instructed, in the event of a bailout, “don’t move from where you land, helo will lower a horse collar to be hoisted off the spot unless injured”. Scary brief.
