The military constantly exercises and wargames a vast variety of contingencies. Other federal (and state and local) agencies do the same, within their stovepipes. This is routine. NGO's do the same.
Doesn't necessary mean they did a realistic or robust wargame. More often the wargame has to assume resource availability and the cooperation of senior leadership, and the assumptions frequently don't pan out in reality.
This scenario is nothing new (SARS), and various people have been sounding the alarm for years.
