If they followed all the rules, it will depend on how he got in. It's possible to jump a fence, usually impossible to make an airtight fence without land mines, machine guns, and dog patrols.

Without getting into security details, I'm familiar with a couple similar access incidents, and in both cases the weak link was TSA and/or the airline staff, not the perimeter wall.
