Changing the weight is a sticker and a logbook entry. Can be done in >15 minutes. The FAA does not care if the aircraft has a "certificate of convenience" at less than the jet's certified limits.

Delta used to do this occasionally on mainline jets too. The MD88 was operated at a lower weight to avoid taxes to the Port Authority up in New York for a while.
