Few active duty military have an ATP. They get a commercial for free when they get their wings (if they file the paperwork) but they normally don't bother with an ATP until separation/retirement looms AND they're looking at civilian flying.

I was considering that there are a lot of ex-mil airline pilots with ATPs who were never competing in the civilian ranks. So that would make the odds better for civilians.
