Someone could be seniority 12,000, commuting from California to reserve as NYC717B for a year. 12,001 through 12,500 could all end up getting that same pay, for zero obligation to the company, for perhaps 9 months. There's a furlough risk for all of them, but the pilots actually doing work for their paycheck have reason to scratch their head, if not more.
Potentially a true scenario. But consider, the UNA folks will inevitably be themselves commuting to those bottom NYC categories too, probably after being furloughed. And, a good share probably just got done "doing their time" in those positions.
