I don't lean left but I do agree the intent of the CARES act was not to reduce payroll expense relative to last year. Those are our taxpayer dollars, and the only party coming out whole are the Bond holders.
then why was the act only good through September and not for 12 months? A cynic might think the act was purposely timed to expire 2 months before an election so that politicians could grandstand in a letter about how much they care for workers.
