For example, they could close the Portland base which would be 3XX pilots. None of the Portland guys would get furloughed because they're all too senior but they would all be displaced to other bases.
Or they could take 10% off each base and it would only cause minor shuffling of bases.

I think you misunderstood his point.
He was saying that the resulting QOL for any pilot NOT FURLOUGHED will be more dependent on how much cuts/changes occur in their specific base as a result of a furlough vs the total number of furloughs system wide.
