When they request the money to the government for payroll, I am guessing they didn't ask for less having into account that they were expecting so many captains to downgrade and get paid less.
For what it is worth, United ALPA has said that the unions and airlines did have a hand in this bill and that a company can downgrade and the published rates for the new seat apply. They can reassign you to a lower paid position, but they can’t open up the contract and lower the rates for those positions. People are getting hung up on income, when the bill only protects the rates. From an employee viewpoint we look at them as the same thing, but from a legal viewpoint they are very different.
