The 2022 plan is a significant increase from the 2021 plan. Had they cut exactly to the 2021 plan they would not have been able to staff the 2022 plan.
To me your multiple paragraphs say “this bid sets us up for the 2022 plan.” I did not say that it IS the 2022 plan.

Yes, they are probably carrying some extra staffing in areas knowing they would be behind otherwise.

OPINION - This is the fleet plan going into 2022, maybe not summer, retirements will need to be covered by recall/UNA after ERP or summer 2021. - OPINION
