IMHO, it looks more like fine tuning the results of the previous displacement than cutting that much deeper.

As others have suggested, including the director of manpower planning, they are going for maximum flexibility. It's easier to cancel larger than necessary reductions than to try to cut deeper on short notice.
This is exactly what they’re doing. They will be in a position to chop about 30% this fall. If things improve, they lower the number. If they don’t they issue another displacement and furlough more.
