If you are hired in at 11 Step 5, after 12 months, and if your manager recognizes you have satisfactorily progressed and completed OJT, they will generally promote you to 12 step 1. Step increases are automatic at 12 month intervals.
Moving from 12 to 13 is a little different, but most progress to a 13. In GA, it normally involves moving from an ASI position to an assistant POI or POI position. In AC, it is similar but with more position options.
Within-grade
step increases are based on an acceptable level of performance and longevity (waiting periods of 1 year at
steps 1-3, 2 years at
steps 4-6, and 3 years at
steps 7-9). It normally takes 18 years to advance from
step 1 to
step 10 within a single
GS grade if an employee remains in that single grade.
