The ship CO, the CSG Admiral, and the SECNAV.
CSG was apparently AWOL in this. Somehow his subordinate felt the need to send classified info via unclass channels in a manner which was likely to become public. Instead of walking down the hall and talking to his boss. I have insight into how that relationship is supposed to work... they didn't send an admiral on cruise with the CVN CO so they could ignore each other.
I'd have been disturbed if CSG came away unscathed.
