This seems pessimistic (but maybe also pragmatic) and it's far easier to shift towards fewer furloughs if things get rosy, while also keeping the psychological high ground in any negotiations with the union.
BQ mentioned additional cuts for 2021. But also mentioned potentially more furloughs for 2020 than originally planned. 120 days takes us to December. Not asking or hoping for it, but the actions aren’t matching the urgency in the message yet.
