A good strategy is to negotiate a furlough section in a contract and then fine tune it negotiation after negotiation. A good strategy is to then ENFORCE YOUR OWN CONTRACT! How many times have we been reminded to enforce the contract? Ostrich?..............Hardly.

Before we start on the blah, blah, blah, "unprecedented situation" thing....... Furloughs exist to deal with unprecedented situations. They never existed for day-to-day operations. 9/11-unprecedented. Two wars at once-unprecedented. Deregulation-unprecedented. Great recession-unprecedented. Unprecedented is the first word that comes out of everyone's mouth (particularly the guy demanding the concessions). Furloughs have gotten UA through a lot of "unprecedented" situations.
