That's sort of true, but the reality is if this deal doesn't pass you'd work X number of days for Y amount of money over the course of a year. If the deal passes and you want Y amount of money you'll still have to work the same X number of days per year, but it'll take a WS or two go actually get there instead of just having it assigned via PBS.
