If you were to set up a situation where furloughed guys were getting ~55TFP/mo and SWAPA is assessing ExTO guys X%, you’d effectively have furloughed guys bringing home as much or more than guys on ExTO. That would probably not get a lot of votes from any ExTO guy who isn’t in the furlough zone. A lot of guys not on ExTO might also view it as an abrogation of seniority if junior guys who are furloughed are given a larger income than more senior guys who stepped up to take ExTO.
