I can't understand why some believe they would wanna recall ExTOs and then furlough. Furlough number will cut off the bottom of the list including those on ExTO, as if they were working. Recalling ExTOs senior enough to survive the furlough would be counter productive. Keeping senior people on the leave saves money and allows lowering the furlough numbers.
