Here on APC we use the industry standard definitions. Regionals are FFD or codeshare only, or maybe operate small planes in a geographic niche. Majors sell their own tickets and have a nationwide route network. I expect Breeze is a major.

Yes, I've repeatedly denied persistent idiots from large regionals insisting that they be "promoted" to major airline based on DoT classification. Even had one guy claim that his regional should be categorized as a legacy based on their structure prior to de-regulation
We all know that “his regional” was Skywest.
