There's a reason ALPA is working this issue.
The "They" you refer to will not be the USG, and may not even be your airline.
"They" will be the governments in Asia, Europe, Canada and presumably others which are going to mandate vaccination for inbound aliens. ALPA knows (as does the FAA) that we'll need to be prepared to comply before that kicks in.
Very few airlines are purely lower-48 domestic only.
