I have heard, mostly rumors I will admit, that the CAN (ZGGG) airport folks might not build the other runway that I heard they were going to build for FedEx. Also heard that if pilots were to live in CAN that the Chinese would be looking to get the 50% tax; if they were to let them live there at all. These rumors come from an LEC Chairman and TPE, MNL, and SIN FedEx folks.
Then, if you have been to China before, they can renege on things as it suits them, just because they can. I think that there are a lot of details to this whole new base that still have to be worked out with the locals. And now that FedEx has "broken ground" in CAN, the Chinese might have them by the nads on a lot of unresolved issues.
Just a little speculation, mixed with historical facts on how the Chinese "do business"!
