Or maybe, the goal was to prevent a COVID outbreak in a high-security prison in an isolated location surrounded by a hostile country. Giving the prisoners the vaccine protects the service members. If they didn't do this, I'm sure the author would write an article complaining that the Biden administration failed to prevent an outbreak in Gitmo and now there are fewer gaurds available to keep the mastermind behind 9/11 behind bars.
While that briefs well, this vaccine is still under a EUA and the prisoners, unless they had a clearly articulable right to refuse (which the courts have ruled is pretty limited, say in sexual assault cases) could make the argument legally that they are being medically experimented upon.
