I just don't like the notion that if you'll break this rule it means that you'll break that rule.
CA has a reasonable rule on driving the prevailing speed. It’s a rule that lets you break the rule for safety. Sounds familiar. We have one of those too. Deviating from any rule necessary to handle an emergency. As I said it’s the habitual rule breaking culture and the motivation behind it that’s an issue.
