ISA is 13 degrees at 1000'MSL based on the ambient temperature lapse rate of 2 degrees/1000 ft. Add + 35 = 48 C which is 118.4 F. Ops prohibited that day, and several others.

So the hottest day in the history of Phoenix summers was 122 F, 30 years ago, and you’re trying to tell me we can’t have a 175 base because the max temp is 118.4 F?
