I have heard they sometimes award out of seniority if you are transitioning at the same time you upgrade, because it takes longer to upgrade a CRJ FO to ERJ captain than an ERJ FO.
Virginia explained a few years ago that CA vacancies will always be filled by awarding all CA transitions into said vacancy, then any remaining slots will go to upgrades / upgrade transitions. So it is very possible someone who is junior to you who is already a CA, will be awarded the CA vacancy slot before they upgrade you into it. Hence why when vacancy is slim, so many FOs upgrade into junior bases with a lot of vacancy, immediately put in your transfer to the base you want and wait for it to be awarded. Hopefully soon.
