Trying to find the document that talks about being on reserve and accepting a green slip with an earlier report.

ex. Finished a trip yesterday with a release time of 1433 and back to LC until 2259, 12hr rest release prior to my 1100 short call, at 0300 Arcos calls for a green slip with a 1000 show, I acknowledge I am willing to fly the turn, trip is awarded to someone junior. Was I not eligible for the green slip?
