My guess is he did it once and that was misrepresented as “always,” but even assuming it is 100% accurate, that doesn’t really help 99.999% of other major airline pilots. And that’s the point. Not that there shouldn’t be a reciprocal agreement, just that this example is a poor one for justification for it. So calm down there captain carebear.
