Default IFR Approach procedure Question

This is a general question but lets take this approach plate for example because it is a good example:

Generally if I fly this approach, I like to file the JVL because it is the IAF for this LOC BC procedure. While 99% of the time I will get radar vectors for any approach, I always like to know what I would do in the event of a complete comm failure.
Lets say JVL was not apart of this procedure and the only IAF was TODDY INT. While planning, my last enroute fix would be the RFD VOR (not located at the field) and I am arriving from the EAST. Lets say i am IMC and its IMC to mins. I arrive at RFD and my comms are not working. I hold until my ETA then do I track R-055 to toddy, track outbound 185, PT then track inbound? Or do I fly from RFD R- 085 to intercept/POPEE, track outbound 185, PT, then track inbound?
Again, I know that 99% of the time I will get radar vectors for anything but generally I like to do published approaches just for the practice.
