Our non profit flight school was started by a guy who used to do missionary stuff. The AP license requirement is because out in the field you need to be able to fix your own plane if needed.
That being said, You could find a school like ours and volunteer with the small group kiddos who are doing community service in exchange for flight hours. Teach them ground as well once a week.
