He did work under the Dallas CPO and probably worked as an ACP of sorts...perhaps you've got more inside baseball knowledge than I, but his board specifically said DAL CP. Is that the same as NOC CP? He also hardly flew, never had any type of office pulls on his board, and when he did fly it was frequently up to SEA/PAE/BFI
He was a project pilot making 115 TFP at his current payrate and longevity. He could not hold a captain seat and was not qualified to be a NOC chief. He did not fly the line. His Boeing and FAA connections undoubtedly helped him get hired, why wouldn't they?
He wisely took the VSP, I am sure under the advice of management and legal.
I don't know the guy, but you can bet the feds and Boeing were looking for a convenient scapegoat. Looks like they found one. It's perfect. There's damning texts, he isn't rich or powerful, and he wasn't high up enough at Boeing to imply some sort of fault may lie with upper management.
