Well, it's hard to believe because it is not so. He is the perfect "scapegoat" because he was the only Boeing employee, that they found emails from, saying the stuff he did. But what we don't know is if the stuff he said was even true.
No one from the FAA has come forward saying "Yeah, he lied to us." Why is that? Even the DOJ report states "(ii) although two of Boeing’s 737 MAX Flight Technical Pilots deceived the FAA AEG about MCAS by way of misleading statements, half-truths, and omissions, others in Boeing disclosed MCAS’s expanded operational scope to different FAA personnel who were responsible for determining whether the 737 MAX met U.S. federal airworthiness standards"
So who are the other "FAA personnel who were responsible for determining whether the 737 MAX met U.S. federal airworthiness standards" and why were they not talking to the AEG?
The Senate committee report, if you can call it that, complains that "The documents received and the FAA employee interviews conducted produced
inconsistencies, contradictions, and in one case possible lack of candor." They also complained of the slow response from the FAA which allowed several employees to "depart" before being interviewed.
Because of the slow response to document requests, Chairman Wicker sent a letter in
December of 2019 to FAA Administrator Steve Dickson requesting that twenty-one FAA
employees be made available for interview by Committee staff. Over the twenty month
investigation, Committee staff were permitted to interview nine employees. Three of the
requested employees departed from the FAA after the request for interviews was made but were
not made available before their departure.
He is just the one left holding the bag, the bag he willingly took.
