Well, saying you have to pay for "water" is short for water and whatever else... are you saying that water is free beyond the first 4 ounces? Are snacks free? Coke? What you're doing is attempting to imply that "all is well" and these are baseless rumors by answering the narrowest interpretation of the policy.

"we don't pay for water" .... you mean the first little 4 oz bottle, actually. If I'm wrong, I'll own it. But that's what I heard from people on property.
