So I was trying to catch up on my ALPA reading and found this little tid bit. Now it looks like the FAA is automatically sending replacement certificates.

The ability to read, speak, write, and understand English is already a U.S. regulatory eligibility requirement; the FAA Registry began issuing all new certificates with this endorsement on February 11, 2008. Certificates that are ordered as regular replacement certificates will include the endorsement.

So is this stating that if you order a replacement for $2 it will come with this endorsement or is the FAA already sending out new certs.
