No. They have a lot of qualified technical advisors.
Their failing is in leadership, ie making hard choices with potential political consequences.
An expert epidemiologist is likely to advise mandatory lockdowns, etc because their calculations show deaths and disruption in the healthcare system. A leader should consider that with all of the OTHER ramifications associated with draconian government actions, weight it all and make a decision.
Instead many of the elected "leaders" seem inclined to punt and CYA by doing what the bureaucrats recommend... regardless of second/third order effects.
Also the problematic ones seem inclined to cater to their base, which includes most of the hysterical TP hording covidians.
