Where you getting this bogus info from? 5 upgrades / month? That’s completely inaccurate. The only thing that would ever limit the number of upgrades would be the number of new hires coming in and finishing training which would in turn balance out the number of current FOs upgrading.

PDT needs all the qualified Captains they can get due to flow and outside attrition that is only picking up on the Captain side. Right now it’s taking roughly 4 months from starting ground school to finish OE for upgrades at PDT. There is no way it’s only going to be 5 upgrades / month.
