It depends on the quality of said turbine. For example, United accepts 500 hrs PIC of Fighter time. Back when I interviewed, high-performance miltary trainer time counted, too (T-45, T-6A) towards the fighter-count. The recognition is that these single-engine aircraft had performance that exceeded most multi-engine turbine (civil) aircraft.

If your time is in a turboprop civil aircraft, your time isn't worthless, but you don't have the same advantages as a guy from a military background. I would think your odds would be bettered if you also had mutli-engine time (whether turbine or not).
