I believe you have to use all 9 of them. The FAA is just setting a minumum of 5. By saying this you could have endorsed only 4 and even if 4 pass you are not eligable because you did not meet the required 5. In your case, you have endorsed more than 5 students, but of the total number of students you endorsed, less than 80% passed on the first try. I used the Jeppisen online renewal. It was not all that expensive and took me about a week to do. It gives full directions on submitting the paperwork right to AOPA. I had my temp certificate via email within days of them receiving it.
