I hear they've changed the hiring process. If you meet a certain threshold, they can offer a CJO same day as the interview. Decision board has been expanded to more people (assistant and part time assistant chiefs) and are meeting daily now, so if it requires them to put a thumb on the scale, the answer will only be a day or two later.
Seems like a smart move to try and pin an ID to somebody's shirt before they can accept an offer from brand X, Y, or Z
All true however the CJO is a formality to start the background checks and is not in anyway an actual job offer. That is made very clear to the candidate in the CJO email.
