20-04 allows them to stop the callout if it’s been double covered or the leg has cancelled. Otherwise if they stop the callout a m7 is due pay even if it’s to break up and cover in smaller rotations

AR pilot is also correct, they can NOOP and split after attempting 1 step of coverage but they can’t stop mid callout and do it without paying a m7
