From what I have seen I would get there faster through RPA. Is it worth it to "risk" it and go with RPA in this situation to get to Delta faster? Or do I accept waiting at EDV?
Go to EDV and enjoy living in base. Then apply off the street to Delta and the ULLC's once you've got 500 plus hours. If hired by an ULCC first you'll suddenly become much more attractive to Delta; this is probably the fastest way there.
At EDV, worst case scenario you're 28 when you flow to Delta. At RPA you'll still be a Captain there.
