I assume when you mean "application" you mean your pilot credentials profile?
If so, yes can make changes, and
you should be making changes. At a minimum you should be updating your flight times and other things like receiving a new medical. I would submit now and upload the LORs as they come in. LORs are not scored as part of the application, they just need to be in before the virtual interview takes place (and they were allow exceptions to this recently).
