If you can drive in 5 hours, I would absolutely not worry about that 3 hour window. i.e. Don’t commute in just to sit LC from NYC. The vast majority of the time, you will have 20 hours notice, or so. You would not have to drive that 5 hours often at all, but it can definitely happen.
But for others, if you can’t drive it ‘in a pinch’, you will have a few occasions where you will be expected to be in position. Lately, reserves have been getting used 100% until “Full”, so there really isn’t much grey area to worry about.
