Not even remotely required. I was a DEC with about 1200 hours and 190 hours of multi. No prior Jet or Turbo-prop experience. They just need you to meet Part 135 IFR/PIC requirements.
I'm 19 and made it through the training just fine. Quality is....meh. They don't train you nearly enough for what you're expected to know as a DEC. Unlike many here, and many of my friends who knew about Boutique, I won't tell anyone to not go to Boutique. Go there. learn. its a great learning experience. but if you can go somewhere else, do it.
