Quite a few really. I will be on property for over 6 years before I flow (would have been on pay step 7 when I flowed before this LOA) and I was I hired at a time considered to be pretty close to the 'fastest' for flow. Flow math don't work and a lot of us have been saying so. At least we get paid for it now. Well, sorta, I will say it comes a year late since the company claims a 5 year flow and you don't get the pay bump until year 6.

It's at the completion of your 5th year. Not the same as 'haven't flowed in 5 years'. Think of it this way. In your first year, you're on step 1 pay, but have completed 0 years of service.
