Based on your post, it sounds like you are from another carrier (possibly cargo or biz aviation).

Our internal site states that "Government or regulatory restriction requires use of an approved mask/face covering onboard the aircraft for this destination." The same applies to a few other countries such as Canada and Mexico. Required to be worn the entire flight, unfortunately, not just upon landing. It's not a United policy; it's from the Japanese government.
