Not sure who "told" you, but technically passengers are required to wear the mask on the inbound flight per that country's order. Passengers are asked to wear masks getting on plane at US departure point, and appropriate announcements are made to that effect by FA's. I don't believe the mask policy is strictly enforced inflight. Obviously upon leaving the plane, Canada and Mexico both require a mask.

The wearing of masks on the inbound flight is so as not to spread COVID among the passengers before deplaning. I think there is some sense there.

Leaving Canada and Mexico, masks are supposed to be worn on the plane until the door closes. How strictly that is enforced is a point of further debate.
